The set of circumstances to Recruit her are very difficult. 1: Don't talk to her inside the Meatpackery, follow her out 2: Exhaust all dialog before attempting to recruit her 3: First attempt will result in the "I'm confused" response. Trader Rylee Issue [PS4] So I found Trader Rylee at Longneck Lukowski's Cannery and was able to recruit her but the only play she would go without saying she was confused was Sunshine Tidings co-op, So I sent her there, gave her a Trading Emporium and all was fine.
